Serves as Special Assistant/ Department Head to the Commanding Officer, Naval Station Ingleside, Texas, with responsibility for developing and administering a total safety and health program to include elements unique to station work processes as well as those appropriate elements which are consistent with the Naval Occupational Safety and Health Program. Occupational Safety and Health Oversight for Base Operations Support Services (BOSS) Contractor and Sub Contractors operation. Supervised six personnel, to include military and civilian personnel.
As the Safety and Health Manager, I am directly responsible and accountable for planning, organizing, coordinating, budgeting, directing and evaluating the overall safety and occupational health program for U.S. Naval Station Ingleside. This included obtaining funding, staffing, performing workload analyses, acquiring office spaces, equipment and materials in implementing a viable and efficiently functioning entity. Fully responsible for all civilian personnel actions and processes relating to direct charge personnel in support of the Naval Station Ingleside Safety and Health Program. Scope of Safety Program includes full execution of approximately 37 separate and distinct programs and processes encompassing all phases of high risk and high hazard industrial operations and evolutions. Serve as chief consultant for all safety and occupational health matters. Ensure NAVSTA Safety and Occupational Health Program and related processes are administered in a manner consistent with the activity's mission and vision statements and long-range plans. Proactively support activity business plan by ensuring safety and health processes are fully identified and implemented as required.
Develop and direct the establishment of safety and occupational health requirements applicable to construction, maintenance, transportation, utilities, environmental and industrial operations. Provide professional advice and guidance to design, maintenance and operating personnel on safety matters which include review and approval of plans and specifications for construction and renovation of facilities, alteration of equipment, work processes and procedures for engineering adequacy and compliance with safety features and codes. Make recommendations for any needed changes in design not included in original plans. Provide safety and health assistance to planners, estimators and engineers regarding protective equipment design and safety devices for protection of personnel and government facilities and property. Develop and implement improved operating procedures and processes in production and maintenance areas to reduce and eliminate hazards.
Conduct and coordinate scheduled and non-scheduled safety and health inspections of NAVSTA facilities placing emphasis on areas of critical high risk operations involving maintenance, utility, transportation, maintenance and environmental related functions and evolutions. Ensure appropriate and applicable operations and processes are thoroughly implemented in a safe, reliable and economical means to include construction, maintenance, asbestos, hazardous material, metal trades, woodworking, electrical generation, telephone, water treatment, landfill, weight handling, material handling, transportation and various other industrial applications respective to public works activities. Ensure deficiency abatement issues are satisfactorily addressed and provisions made for preventing recurrence of hazards. Maintain appropriate logs, records and documents as required and necessary.
Ensure all mishaps are investigated regarding government personnel, motor vehicles and property with regard to NAVSTA operations. Direct the systematic compilation, analysis and reporting of mishap data as needed to prevent recurrence. Interpret and evaluate data and apply methods of controlling hazard exposures. Ensure all injury and illness claims are submitted correctly, completely and in a timely manner as required by appropriate directives.
Develop, conduct and implement safety and health training and education programs and processes to include all phases and operations of public works industrial and administrative operations and evolutions.
Coordinate and conduct appropriate surveys, reviews, audits and evaluations of environmental, industrial hygiene, asbestos, confined spaces, hazardous materials, protective equipment, noise, biological, radiological and physiological processes and operations to determine adequacy and completeness of compliance as necessary.
Responsible for providing professional advice and guidance relating to construction, renovation, alteration and demolition of Navy and government facilities, equipment and work processes for engineering adequacy and compliance with safety features and codes. Provide safety and health advice and recommend changes to civil, structural, electrical and construction engineers in the specification and design of protective features of facilities, plant, machinery, equipment and personal safety devices.
Responsible for reviewing safety and health provisions of contracts performed by contractors, military and federal entities to ensure contract specifications are followed. Ensure Federal Acquisition Regulations (FAR) clauses for safety and accident prevention are included as appropriate. Ensure that work is performed in accordance with US Army Corps of Engineer manual, Department of Labor codes of federal regulations, and all applicable federal, DoD, Navy and local regulations and laws. Attend preconstruction conference meetings, review and make recommendations to Safety and Health Plans, Activity Hazard Analyses, Preliminary Hazard Lists, blueprints and plan designs. Evaluate contractor programs and processes through extensive reviews of safety and health records, mishap logs and investigative reports of deficiencies and hazards. Perform quantitative and dimensional analyses of programs and processes to determine mishap frequency and severity rates, frequency/severity index, experience modification rates and other methods of evaluation to determine status and effectiveness of specific and general safety programs.

As Safety Director, I was directly responsible for formulating, planning, developing, implementing and evaluating the comprehensive Occupational Safety and Health Program at Naval Base and Naval Air Station Guantanamo Bay Cuba. This included all phases of occupational and non-occupational safety and health programs, processes and disciplines.
Formulated command policies and provided for the establishment and continued implementation of programs as specified by higher authority involving a diverse and full range of operations. I was responsible for ensuring that all elements of all programs were implemented and that compliance was maintained at all levels of the organization.
Directly responsible for conducting research, analyzing and prioritizing deficiencies and hazards, preparing reports with recommended solutions and corrective actions for the 39 separate and distinct safety and health programs and processes.
Ensured inspections were conducted of base-wide facilities, ocean going vessels, operations and processes including evaluation of industrial and non-industrial shops, environmental hazards, firefighting and rescue operations, aviation maintenance and testing facilities, fuel storage, port control operations, contractor operations, and morale, welfare and recreation activities. Responsible for ensuring documentation of inspections was maintained to include inspection summary, violations and deficiencies noted, recommended interim and permanent abatement and corrective actions. Ensured follow up was conducted of all facilities, processes and inspections. Ensured hazard abatement projects were initiated and completed where local funding was not available or adequate.
Directly responsible for organizing and conducting Safety and Health related councils and committees to include OSH Policy Council, Traffic Safety Council, Hazardous Material Control and Management Committee, Recreation, Athletic and Home Safety Committee, Enlisted Safety Council, and the Command Representative Safety Committee.
Responsible for reviewing contract proposals to ensure AHA and JSA elements were properly addressed and submitted. Responsible for ensuring contractor performance was in compliance with recognized and applicable safety and laws, directives and mandates. Ensured site inspections were conducted of contractor work sites in preventing mishaps. Conducted and ensured mishap investigations of contractor mishaps were performed as appropriate to prevent recurrence.
Responsible for ensuring aircraft maintenance and mishap prevention measures complied with standards and that flight equipment met DoD, Navy, FAA and local requirements and directives. Responsible for monitoring, reviewing, and performing aircraft maintenance and testing work and procedures. This included aviation gas free engineering responsibilities, supervising preparation and painting operations, corrosion control operations and tasks, monitoring testing of aircraft engines and mechanical, structural, hydraulic and fuel system components to ensure safety of government personnel, facilities and equipment.
Reviewed and approved plans and specifications for new construction and alterations to facilities, making changes as necessary for applicability and appropriateness.
Directly responsible for ensuring initiation, implementation and submission of all correspondence relating to the NAVOSH Program including inspections by upper echelon activities, OSHPIP and Self-Evaluation execution, SECNAV Safety Award submissions, comprehensive safety manuals, standard operating procedures, plans of actions and milestones, NAVOSH projects, EPA and OSHA inspection reports, etc.
Directly responsible for technical and administrative supervision, direction, education and development of the NAVOSH staff to include formal education, on-the-job training, and training by correspondence.
Responsible for monitoring and evaluating US Naval Hospital operations and processes relating to safety and health operations and processes to include medical surveillance, industrial hygiene and workplace monitoring evolutions and operations.
Provided technical advice, assistance and expertise to 23 separate tenant and subordinate commands to ensure they administered a viable and comprehensive NAVOSH program in compliance with appropriate directives.
Responsible for ensuring safety and health of all base residents (7,000) during quarterly contingency Defense Exercises (DEFEX). DEFEX safety included oversight and direction of residents in mock evacuations of the Naval Base and Naval Air Station. Coordinated land and waterway transportation evolutions of military and civilian personnel, family members, contractor personnel, visitors and animals as necessary. Provided assistance and support for military infantry defense forces when conducting DEFEX and similar exercises

Reviewed contractor processes to ensure compliance with accepted safety and health practices, procedures, laws and directives as appropriate.
Performed aviation and shore gas free engineering for confined space operations. Conducted atmospheric testing of aircraft components, tanks, vats, sewage treatment facilities, lift stations and various other types of confined spaces.
